Initialize Cobol Language Environment

The product provides the capability to be customized with user exits.
Since programming user exits with cobol is not a question of performance any more, they get rewriten from assembler programming language to cobol.

Today, it is mandatory to create an assembler abstraction layer that checks if there is already an cobol language environment and - if nessecary - initialize it before calling the proper exit.

All subtasks - which are calling an exit - should be able to preinitialize a language environment and calling the proper exit, if requested.

WLM already provide a similar mechanism.

    As agreed during the last IWS German Guide this requirement is considered no more necessary, so we close it.
