CPBPLIM should not be allowed to exceed 50% and ALL DEPS nesting level default should be less than 99

The CPBPLIM parameter can have values up to 99 which means 99% of memory is reserved for current plan buffers and 1% is available for everything else. This leads to memory related abends such as S878. Similarly the "NUMBER OF NESTINGS" in panel EQQSOPGD (ALL DEPENDENCIES) defaults to 99 and this can cause shortages of CPU and memory that are exacerbated if memory is restricted by CPBPLIM being set to high. CPBPLIM should not be allowed to be set higher than 50, and the default nestings levels for ALLDEPS should be lower, for example 10 instead of 99.
