Support EQQMINOx to be invoked via LIBDEF (run zWS dialogs for different versions in parallel)

Unfortunately EQQMINOx is NOT supported to be invoked via LIBDEF because of the way that EQQMINOx is loaded -- there is an old DOC APAR concerning this which is STILL true even today-

LIBDEF FOR ISPLLIB DOES NOT WORK FOR LOAD MODULE EQQMINOR SINCE
IT IS LOADED VIA IKJEFTSR

From our point of view this behavior is overcome. In order to run zWS dialogs for zWS systems running with different releases it is necessary to use different Logon Procedures to pre-allocate the appropriate SEQQLMD0. The other possibility is the installation of a dynamic STEPLIB product, but that bears no relation to the benefit.

So it should be possible to invoke EQQMINOx also via LIBDEF.
