Enable SAF_Keyring Support for TCPOPTS

The HTTPOPTS statement of TWSz controller allows you to specify a SAF-Keyring for using SSL-Connection. But this only enables secure communication via SAF-Keyrings for Controller-Controller connection.
We also want to secure the TCP/IP communication of Tracker-Controller connection via SSL in combination with SAF-Keyrings.
The implementation of SAF-Keyring support in the TCPOPTS statement additionaly allows us to secure the communication to the remote interface (ISPF dialog or PIF program).
The usage of keystores in the USS-file system is not practicable for us.
