We need the ability to get these ready built container images from icr.io similarly to the way we currently pull websphere-liberty container images through our automation processes.

We should be able to use the same gitlab automation processes to pull ready made docker containers for CTG from icr.io same as we currently use for pulling WebSphere Liberty images.
