Allow High-Speed Connector to function in CRAS state or above

RTMC uses the high-speed connector to send data to the off-host Linux listener. Since RTMC is the new way to send performance data, and eventually user data, we do have a need to know what the system is doing in all states.

Add Kafka Headers to the DefaultPublishHandler Interface
