PCOMM support display EBCDIC code range from CF41 to F786 Chinese Character

in case# TS002613682, PCOMM is not able to render Chinese character which EBCDIC code range from CF41 to F786 due to its implementation using an old method of converting host chars to Chinese GBK before rendering on the screen.

PCOMM and JAWS screen reader

It seems that PCOM has worked with JAWS in the past because the Windows functions used by JAWS provided the information by default. With Windows 10 that is no longer the case.
