Need to be able to set lower value ( less then 200 ) for AKPFREQ

Customer wants to lower the logger dataspace size by setting low AKPFREQ value. With low AKPFREQ, the log tail deletion will take place more frequent and can reduce the DASDONLY logger dataspace usage.
