Reduce CPU utilization by TPFDF data collection

TPFDF open/close routines in UBC0 collect data for ECB resource monitor, CDC, and TPFDF data collection. These collections run constantly but are rarely used. A switch to control these counters would reduce CPU utilization by TPFDF.
