Provide exit in OMNIMON Base abend handling for FFDC

This is for OMNIMON BASE.In order to provide better FFDC for the OMEGAMON CICS product, there is a requirement to have the optional ability to dump the monitored CICS region. Presumably the other OB users would have similar needs.

Remove manual time reset commands

Have the Omegamon products use the system timer, so that when the time changes we don't have to issue manual commands.
