Provide exit in OMNIMON Base abend handling for FFDC

This is for OMNIMON BASE.
In order to provide better FFDC for the OMEGAMON CICS product, there is a requirement to have the optional ability to dump the monitored CICS region. Presumably the other OB users would have similar needs.

    FFDC is added with each release for more capability as part of the overall process and based on examples where cause and effect can be measured. since this is on going requirement it will be handled in the normal development cycles and not as an RFE.
