Allow users to move the LPEX/ISPF command line to the top of the edit window

Currently the LPEX/ISPF command line is on the bottom of the editor. Allowing users to move it to the top of the edit window will make most of them feel much at home with RDz.

Have the Perform Hierarchy be able to drill into nested cobol programs.

Cannot expand the copybooks in the outline view.

The current implementation (RDz V8.0.3.1) does not allow for expanding copybooks from the outline view.
