The USERID should be always processed in upper case

Actually the USERID received from CTG requests, INBOUND Web services and the CESL/CESN transactions are kept in the regions as they are entered by the client application or in the terminal. We expect that the USERID value is always in upper case.

The statistics CICSSTAT_TASK_NUM_TRANS_ABENDED counter reports the number of ABENDs produced in the TRANCLASS. The value of the CICSSTAT_TRAN_TRANS_ABENDS counter is always equal to zero.
