Different Save As behavior between LPEX and COBOL editor when viewing members

When viewing a COBOL member in the LPEX editor, it is possible to save the changes locally or on the host on the "Save as" dialog. When viewing it with the COBOL editor, the "Save as" dialog only allow local save.
