The Comment / Uncomment function is designed to handle the commenting and uncommenting of the set of lines selected, it does not and cannot have the intelligence to keep track of already commented out lines vs new lines. Java editor adds // to the line independent of whether it had // before or not - and uncommenting removes what the Java editor added. The same mechanism cannot be mimicked in a record oriented language like COBOL, where adding one more * to an existing line can push things over the column 80, and hence the design/behavior for the current Comment/Uncomment for COBOL in RDz.
