Type function equivalent for LBOUND and HBOUND

Allow relative GDGs as TDQUEUEs

Please allow the EXEC CICS CREATE TDQUEUE command to include a relative GDG indicator (eg. -1 or -2). The command translator flags DSNAME(xxx.xxx.xxx(-2)) as having too many parentheses. You may also want to extend this capability to the CSD file.
