DFHSM Multi-Cluster enhancement

DFHSM multi-cluster for the MCDS currently uses key ranges that are associated to datasets on the system. I would like an enhancement to be developed in which DFHSM puts some type of dummy marker at the beginning and end of the additional clusters instead of using datasets on the system.

We had an issue that the customer deleted all datasets as part of a cleanup they were performing. The dataset hi-level was associated to the beginning and ending key ranges of 2 of the 4 MCDS cluster datasets we had defined. When DFHSM was recycled, it would not start back up because 2 of the MCDS cluster datasets were now empty because of the customer delete. If there had been a dummy marker created, DFHSM would not have had an issue during startup.
