DFSMShsm FRRECOV command enhancement

We support a big ERP business (CIO Quote 2 Cash iERP client) and as for our backup strategy we use IBM Flashcopy combined with IBM DB2 Backup system utility. We have an ongoing project that aims to use DFSMShsm FRRECOV (Fast Replication Recover) and Metro Mirror capabilities to provide a fast solution method for DB2 cloning, that would copy data from our Production environment into Development or QA.
One step of the project is the creation of a common storage area in all 3 environments sysplexes so we can use the FRRECOV command (with NEWNAME option) to restore the current data into a different HLQ which is supposed to be allocated on the volumes contained in this brand new common area. During this phase we have been hit by a critical roadblock in using the FRRECOV with NEWNAME command, which is:

Whenever you use FRRECOV with NEWNAME option, HSM code will use a BYPASSACS condition that will cause the brand new restored file to be recovered in the same disk volume as the original existing file resides, so BYPASSACS is causing our common area to be useless and it will also cause an extra effort to have double the size on each DB2 storage group that we plan to clone (talking about more than 40 DB2 instances in production).

My idea is to have an additional option with NEWNAME, something like NOBYPASSACS so in that way, whenever a dataset is restored using FRRECOV our existing ACS will fulfil its purpose and allocate the dataset (with new HLQ) in the correct disk volumes / storage group.
