Allow AAM to override/set secondary allocation based on primary

When migration from alternative products to AAM we sometimes encounter the situation where the existing product overrides a secondary allocation based on the value of the primary allocation. AAM can increase, deccrease and add secondary allocation based on abend events, but has no ability to override the secondary value based on the primary. AAM should be enhanced to allow override of the secondary allocation based on the primary allocation. The user should also be able to determine the override amount by expressing it as a percentage of the primary quantity.
