ACM, Authentication over TCP/IP

Hello,
the problem is the authentication on access ACM.
Which option(s) do we have to deny a potential attacker the access to
these critical functions while allowing it to ACM?
I have understood that the protocol of the service is complex and
difficult to counterfeit. But security by obscurity is not a security
option for us. The other MUST by enterprise policy is that every
network service that exposes functions critical for data or system
integrity or confidentiality must be authenticated to prevent misuse.
Especially since there are possibilties to do an authentication on
application level such as using passtickets, certificates, or maybe a
shared secret relying on the shared data base. We can secure the
confidentiality of the secrets eventually transmitted over the
connection using AT-TLS, transparent to ACM. But we cannot do an
authentication via AT-TLS unless the application cooperates (checks the
partner's certificate).
