Document and support #pragma once in both C/C++

The z/OS C++ compiler supports the #pragma once directive. This is undocumented and not supported for the C language. This feature should be documented and supported for both the C and C++ languages.

    Even though it may seem that #pragma once is supported on z/OS C++, it is not documented on z/OS for the C++ compiler.

    Also, if you compile a test case which uses #pragma once with -qinfo=all you will get the following message:

    "./foo.h", line 42.13: CCN8735 (I) The use of pragma once is deprecated. It may not be supported in future releases of the compiler or on other platforms.

    So this RFE is being rejected.
