CBAC ENABLE should set the DSN to UNQUIESCED state

When CBAC issues an ENABLE for a FILE it should UNQUIESCE the associated data set to avoid subsequent errors in the CICS region when implicit open is processed by CICS and access to the file by an application.

From the CICS documentation fro CEMT INQUIRE FILE:

ENABLESTATUS
Displays whether transactions can access the file.
ENABLED
The file is available for use by transactions and, if closed, it is opened on the first request.
UNENABLED
The file is not available for use by transactions except for those that are currently using it. If there are any such users, BEING CLOSED is also displayed.
This status is the same as DISABLED except that it occurs implicitly when a SET FILE CLOSE is requested. The file is enabled implicitly by a SET FILE OPEN command.

DISABLED
The file is not available for use by transactions except for those that are currently using it. If there are any such users, BEING DISABLED is also displayed.
The file can be reenabled by a SET FILE ENABLED command. See also UNENABLED.

You cannot disable a remote file.

    DORLSQUIESCE(YES|NO)

    This parameter must be specified in the CICS region's INITPARM parameter or in the input string when CBAC is started from a terminal using the KBKM transaction ID. It specifies whether or not files defined as RLS data sets should be UNQUIESCED/QUIESCED when the file is being OPENED/CLOSED. The default value is YES. The value for this parameter will only be displayed in the job log during CBAC startup in the region if it has been specified, i.e., if it is allowed to take the default value, the parameter and value will not be shown in the job log.
