Provide a mechanism to clone a change package. The cloned package will inherit from the donor package, attribute values (e.g. Description, External Reference, etc) and packaged resources and commands, but not history or state information (e.g. Ready state, Approval states). The donor package remains unchanged. The cloned package appears like a new change package that is prepopulated with resources and commands.

Background:
Applications development create change packages and promote these to testing levels in the development lifecycle. At some point, production controllers will clone the packages for use in the production transfer process. Cloning ensures that production packages are isolated from those accessed and changeable by the applications developers.

The isolation of the production transfer package is particularly significant when applications development packages are reused cyclically. For example, each week applications developers package and promote resources and commands to testing levels. Production control then performing cloning to create unique production transfer packages. The applications development package can then be emptied in preparation for the next week's cycle.
