This is already available through the Remote Systems Explorer perspective of IBM Explorer for z/OS, although it uses the RSE connection to z/OS rather than FTP. So it is manual, I don't know of a way to automate transfers using RSE.
I think support pacs are available as zip archives. Given that, using Remote Systems Explorer perspective, I transferred slow.jar from my winmvs2c z/OS UNIX Files nodes using copy and paste to Local / Local Files / My Home / Downloads node. I then selected that copy and pasted back into a test folder on zfs.
Attached is a comparison using jar -tf on the original and second copy back on zfs. (A jar file is a zip file)

We generally download Support Pacs to local PC then ftp to mainframe. (For example last one i remember ch50: CICS Transaction Gateway - Ping Utility) I think it would be great if we could download/upload such a files via z/os explorer.
Could you share a little more about your use case? We're unlikely to be able to turn z/OS Explorer into a full-featured FTP client, but we might be able to support generic file uploads and downloads on an individual file basis. i.e. Uploading/downloading an individual file, or replacing an individual existing file. Do your use cases include both USS and data sets? Data set support is likely to be a little trickier, as for new data sets, we'd have to ask the user some questions about how to allocate the data set. It would be useful to know if there's some specific situation you're looking to be able to upload files in, and doing something more specific might be more achievable. Thanks!
