Ability to account the CPU consumption for RLS access after migration to threadsafe.

After the programs were migrated to threadsafe, the CPU usage by the accesses to the RLS were removed from the SMF110 field, RLSCPUT (now is zero) and were added to the USRCPUT field, making the customer not able to know how much CPU time was consumed by a task exclusively for the access to the SMSVSAM. This information was available before the migration to threadsafe and the customer uses it in their consumption reports. This information is also valuable in some problem determination issues. Please, customer asked for this information be available again or for an alternative to account this CPU usage. Thank you.

    As discussed with the customer we have no plans to provide such functionality which would cause a perfromance overhead. The Idea is being declined.
