Better handling of errors in squential terminal input

If a CICS region experiences a problem reading the input for a sequential terminal at start up, it issues various error messages and then terminates citing a failure starting the AP domain.

This seems a rather drastic error for an error related to a single terminal and should be handled better.

A similar problem is experienced if the terminal is initially out of service and set in service after CICS has been started but in this case the reason for CICS failing is given as an abend with the Terminal Control Program (TCP) in control.

    We have assessed this requirement. We have no current plans for this to be implemented and so this requirement is being declined at this point. The requirement will be kept in the RFE system and might be reassessed in the future. You also have an opportunity to resubmit in twelve months time if you wish it to be reconsidered then.
