Allow override of HPO SIT parm in PARM; add RACF/ESM facility resource to control use

Our shop maintains CICS regions for multiple business units, some of which utilize HPO=YES, and others which specify HPO=NO. Our intent to migrate toward use of a common base SIT (DFHSIT6$) is therefore thwarted by the non-overridability of the HPO parameter--we would have to use TWO separate base SITs, one with HPO=YES, and one with HPO=NO.

A previous RFE relating to the HPO parameter was declined with the rationale that use of HPO bypasses certain integrity checks, and is therefore intentionally difficult to turn on/override.

To alleviate integrity/security concerns, I propose that a new RACF/ESM-controlled facility resource be implemented as a means of controlling/vetting use of HPO. If not permitted for the region user ID, CICS could either abend at startup, or proceed as though HPO=NO were specified.

As a further restriction, an override could be limited to the EXEC PARM, and possibly be required to appear before the SYSIN keyword.

    This RFE is satisfied by CICS Transaction Server for z/OS V5.5 which is announced today 2nd October 2018 and which has a planned availability date of 14th December 2018.
