Reduce and then Remove support for the BASIS source Control Facility

The BASIS source control facility (including the BASIS, INSERT, and DELETE cards) is an old feature that was useful in the days of punched source code cards without full screen editors or source change management systems. It is rarely if ever used today. However, IBM is currently required to spend resources integrating it into new and enhanced COBOL language features. They also need to spend quality assurance resources to make certain that no changes to the compiler impact this feature - even if today's application programmers don't use it. By (as soon as possible) removing support for this feature, IBM could better allocate their development and testing resources on features that would actually help today's programmers.

    Rejecting this RFE based on previous update.

    There is work to remove BASIS, but some clients still use it.

    As a result, we cannot remove BASIS.
