Provide Language Environment support for JES symbol service

A new facility in z/OS 2.1 is the JES Symbol Service (IAZSYMBL), which, among other things, allows an assembler program to obtain the value of JES system symbols SYS_CORR_CURRJOB, SYS_CORR_LASTJOB, and SYS_LASTJOBID after a task has submitted a job to the internal reader. I would like to extend the support of the JES Symbol Service to z/OS Language Environment. A new Language Environment callable service to invoke the
JES Symbol Service would allow, for example, a COBOL program to easily obtain the value of the JES2 JOB ID or JES2 job correlator of a job submitted by the EXEC, and thus be able to track the job, display this information in a report, and so on. I believe this would be a very
useful function for high-level languages to have.

    This is not a compiler feature, but rather a feature in LE. FITS requirement MR112813633 has been opened and the client has been added to it. The client will be updated via the FITS requirement process. Hence, rejecting the RFE.
