Compiler option to ignore NUMCHECK on editing char to suppress leading zeroes

Developers have a lot of code resulting in runtime errors. 2. For reports, generally we use the definition as ZZZ,999,999.99 and will try to move a value from the field which is defined as 9(9).99. This is to display first 3 zeros as spaces in a report. But in few modules, the report field is again used to move the data into another 9(9).99 field. This was supported with old compilers but now new compiler gives an issue during run time.

Propesed Solution: IBM need to make change to ignore numeric check on editing character to suppress leading zeroes (Z) when redefining this field with Zone decimal and using
