Add new switch for cdadump/dwarfdump to specify locale

The dwarf data appears to be saved in UTF-8 format. When using the cdadump/dwarfdump program to display/print the variables and source sections, we see that various special characters are either printed incorrectly or shown as a hex escape sequence, as they are deemed to be unprintable characters.

To ensure consistency with the original compiler listing and source, a new switch is required so that we can request the required locale when printing the dwarf data. This will ensure that customers using the dwarf data for both debugging and (potentially) listing reference, will see the correct source/program variable values.

    The feature was shipped in a z/OS XL C/C++ PTF UI93778 via APAR PH55429 in Oct 2023.
