Enterprise COBOL, starting with Enterprise COBOL V4, supports UTF-8 in the same
way that Java provides support for UTF-8. In the COBOL language, as in the Java
language, UTF-8 data is processed using UTF-16 data items (variables). In Java, UTF-16
is referred to as Unicode, in COBOL, UTF-16 is referred to as USAGE NATIONAL.

Even better than Java, COBOL actually has the capability to process some UTF-8 data
directly in the language, including the following language features of Enterprise COBOL:
    - XML PARSE support for UTF-8 (COBOL V4 and later)
    - XML GENERATE support for UTF-8 (COBOL V4 and later)
    - 8 Intrinsic Functions SPECIFICALLY for UTF-8 (COBOL V5 and later)
    - JSON GENERATE only produces UTF-8 texts (COBOL V6)

For more info, you can refer to the ""Processing UTF-8 data" section of the Programming Guide.
