Enhance CTC History processing to reprocess updated file

When CTC History processing selects a file to be uploaded it creates the cloud version and updates the catalog entry to CLOUD. When a subsequent scan processes it detects that the cloud based copy exists and skips the dataset. When the cloud dataset is recovered and updated it will now be cataloged to a system VOLSER. Now when a subsequent scan processes it detects that the cloud based copy still exists (we don't delete it on recovery) and the local version exists so the dataset is bypassed even though it does not have a valid copy in the cloud.

    Looking at the modified data tag to see if the file has been updated since it was last restored would make it a candidate for backing up to the cloud.
