CTG workload manager cannot handle CICS message "DFHIE1208 ..CICS is shutting down" in order to exclude this CICS from routing list . CTG waits for ECI_ERR_NO_CICS error message in order to exclude this CICS from routing list and abends transactions arrived between CICS shutdown command time to time when CICS is completely down.
