Provide function similar to CALL CEETEST to allow Debug Tool to be started from a non-LE batch assembler program

Description: Currently, Debug Tool can be started by an application program by coding a CALL to CEETEST. However, this capability is limited in that it only works for LE programs. This RFI requests a similar capability for non-LE assembler programs. There are certain non-LE batch assembler programs that cannot be debugged by changing the EXEC statement in the JCL to run EQANMDBG. These include assembler programs that are called by higher level programs that do not use standard program linkage, or programs that run in a subtask. The Debug Tool User's Guide lists these and other restrictions. Currently, the only way to start Debug Tool for such applications is to code a stub LE program that passes through all parameters and calls the target program, and link-edit the stub program as the entry point of the module that contains the target assembler program. This method, however, is complex and error-prone, is not documented in Debug Tool manuals, and may not work in all cases.
