Allow File Manager Base to update VSAM files under Record Level Sharing

As reported by Sterling Commerce, when a VSAM file is opened by File Manager for Edit mode, that is participating in Record Level Sharing, the open fails with "IEC161I 006-0122,MFDEVST,TSOPRIM,SYS00133,,,EDISTAG.NET.CLIENTTP,, IEC161I CATALOG.ISIMUSER". This is likely because the parameters RLS=NRI are not included when the file is opened. Competitive products will process this open correctly.

    apologies for late close - RLS is in all supported version of the product.
