Manage MQ access in File Manager

Enhance File Manager to support
internal security checking of XFACILIT class profiles in the form:

FILEM.sysplex_name.mq_manager.resource_name Where
sysplex_name - The z/OS sysplex name.
mq_manager - The MQ manager name.
resource - The MQ queue name.

The above XFACILIT class would determine the MQ access within FM.

    This is available with UI68189 - you can provide SAF rules to control user access to queue managers and queues.
