Enhance File Manager IMS to use same Security for DLI mode as BMP mode uses.

File Manager IMS

We are converting from FileAid/IMS to File Manager IMS. With FileAid we relied on its built in security for BMP and DLI mode.

We would like File Manager IMS to use the same security setup for DLI mode as BMP mode uses.

Without this enhancement we will be exposed as File Manager IMS DLI mode will have little security.

We do have some dataset level security for our database datasets but there are thousands of them with no standard naming convention so there are many holes in the dataset rules.
