The capability to produce IDCAMS definition statements for existing data sets exists in the product already.
From FM 3.4 if BATCH execution is selected and a fully qualified VSAM data set name is specified then the DEF command will bring up a panel and then generate JCL with the VSAM IDCAMS statements.
Also you can produce VSAM define statements for one or more existing data sets by using the DEFV batch function - an example follows:
This job will produce the IDCAMS definitions for all the data set names that match the DSNLIST specified to the DD FMNDEFV. In this case its goes to the spool. The SE line command could be used to edit and save the values - or it could be changed to a data set name. Either way this funtionality is existing.
