Allow PIV/CAC support with TLSv1.1 and TLSv1.2

When TLSv1.1 and 1.2 are enabled in HOD via JSSE the ability to use PIV/CAC cards is removed as is use of the windows keystore (MSCAPI). We need to have the ability to use PIV/CAC (client certificates) and the MS keystore when requesting TLSv1.1 and TLSv1.2 sessions.

    This feature was delivered in version 12.0.1.

    We are looking for implementing this as part of the JSSE component and not SSLITE
