Improve cleanup process after an abend of Hourglass

Customer Finanz Informatik several times hit the problem described in APAR PM02021 which is closed FIN. However the APAR only provides some relieve, two problems are still not solved (see PMR 07301,035,724):
1. No external indication that an HourGlass abend happened in HourGlass code leaving the customer puzzled.
2. The HourGlass HGLSPC hook remains active after an abend in this code which is not working as designed. Design is to deactivate the hook in case of such an abend to avoid unpredictable results by repetitive abends in HGLSPC.
