Cannot transfer a file from the PC to MVS and create a new Sequential data set

You can transfer a file from the PC to a PDS on MVS in order to create
a new member, but you cannot transfer a file from the PC to MVS and
create a new Sequential data set (specifying the attributes to use for
the new data set).

The PC file we are trying to FTP is of *.rdl, these types of files are
created on PC when we use another vendor software (CSF) for creating
certain types of documents. The vendor has a PC based tool which we
use to author the document on the PC, and then take that document
created on the PC and transfer to MVS. The target MVS dataset should
be of record length 1 byte. We have defined within file mappings in RDz
as binary for this type of PC files and have tried several times with
no luck.

    In reply to Venkat's questions...

    1. Is it being copied to a PDS or PDSE? If so, is there a need to allocate the PDS or PDSE (coz existing PDS or PDSE already has LRECL etc, and copy of members inherits that ) ? Acceptable MVS targets are sequential, PDS, or PDSE datasets. I should be able to specify new attributes including mgmtclass and dataclass, inherit attributes, or copy attributes from existing MVS dataset

    2. Is it being copied to the host such that it results in a SEQ data set? In the case of the PMR/RFE the target is a Sequential dataset where we wish to specify the LRECL and any other DCB information such as management class, dataclass, etc.

    3. Both of the above? yes

    4. Any other considerations we missed ? should work like IBM PCCOM or better
