Allow user to browse CARMALOG and MSG3FILE files when using CRASTART servers

CRASTART servers use less resources and do not require a JES initiator. This is the recommended setup for production. However, there is a serious issue with this. NO ONE can view the output logs from CARMA-Endevor plugin because they are exclusively locked.

To view the logs, the user needs to disconnect from CARMA-Endevor plugin, browse the file, reconnect the plugin. This is tedious for a simple browse action.

An alternative would be using CARMA Batch servers, which sends all the output logs to the output queue. However, this approach tieds up the JES initiator and could prevent the user from connecting if the JES initiator is busy / unavailable. IBM doesn't recommend using this approach in production.

    We feel this is a valid requirement but delivery within the RFE 2 year window is not likely. Please resubmit in 12-18 months for reconsideration if still valid.
