Support Genpkgid in Endevor Package RAM

Endevor allow the user to enforce naming standards for Endevor packages. The enforcement is done via coding the GenPkgid package exit. This exit is invoked at the time of packake creation . For the Package RAM the exit is not invoked. Moreover by utilizing the exit , the site can allow presenting a blank Package name , at package create time. The Package Ram does not allow specification of a null package name.
