Provide support for remote libraries in the local preprocessors in IDz

(This idea was originally logged as case: TS009687272) We are using GIT repositories for developing Cobol and PL/1 sources in IDz. Because these sources reside in the locally cloned repositories or editors can only use local property groups for resolving copybooks, includes and PL/1 macro's. In our local property groups we use a combination of both local libraries and remote libraries via the SYSLIB. For Cobol sources this works perfect and all the includes (both local and remote) are resolved in the editor. For PL/1 sources this is not the case and therefore we want to use the local PL1 preprocessors. But unfortunately the local preprocessors don't support remote libraries. Invoking the preprocessor evens makes things worse in the editor, because by invoking it even copybooks that could be resolved before invoking the preprocessor are suddenly not recognized at all. ps. In the case that we previousy logged for this (TS009687272) a bypass was suggested by using ..\RemoteSystemsTempFiles\FttRemoteTempFiles from our local repository. But this solution is not user friendly and doesn't allow us to provide standard local property groups for all our users.
