Avoid console message IOERR response when - trying to - access resource. Possible NOTAUTH in certain situations

When running a Program thru the Debugger for the first time, the Debugger will will add the program to the SAVEBPS dataset and issues the following messages to the console:

-13.29.06 S2 J0970  +EQA9893I Userid DCP800T  received an IOERR response when 
- trying to                                                                   
-  access resource P.USER.XYT8615.DBGTOOL.SAVEBPS. Possible NOTAUTH           
-  condition.                                                                 
-13.29.12 S2 J0879  +EQA1747I SETTINGS SAVE AUTO SAVED TO                     
                
The debugger will read the SAVEBPS file looking the program name, if one is not there it will add the name and writes the above message to the Console.

The debugger should be changed to not issue any message to the console in a situation described in above.

 

This is verified using release 15.0 and 16.0 of the Debugger.
