Autoformat rules for the IDz COBOL editor handling of spaces brackets needs to be configurable.

The basic autoformat rules should cover the requirements for most of the IDz COBOL users. To prevent not be dictated by IDz.

The rule templates should be configurable by each individual user as well as being enforced by an IDz admin.
