I don't understand your question. This is just a regular sequential file on tape. No libraries.
Can you please provide some further clarification of the usecase. We're not sure what "a dataset if it is being allocated on the tape" mean. Are you using some kind of library system that allows z/OS application to read the file on the tape as if it on the disk ?
