Allow an implementation for DFSMS Media Manager parameter UPDATE=YES and CATOUTP=NO

We created a Marketing Requirement #MR0519105051 based on DFSMS Media Manager support team request. Title is "Allow IMSFP-DEDB ADS close without BCS access."
So we need new implementation for DFSMS Media Manager parameter UPDATE=YES and CATOUTP=NO support for IMSFP DEDB ADS open in IMS side, because we've requested to Media Manager team that M/M stop wasting BCS access(VVR/VVDS READ/WRITE) at IMSFP-DEDB ADS close time (M/M DISCONNECT) if VVROPIND is not turn on at Open time.

Our requested background is follows.

IMSFP-DEDB never update High-used-RBA at ADS close time(/STO ADS). Because IMS issues MM DISCONNECT with UPDHURBA=NO for IMSFP-DEDB ADS. So we don't need to access to BCS (VVR/VVDS) at the time. But current DFSMS Media Manager design is that access the BCS(VVR/VVDS) to update the VVROPIND (OPEN indicator) at IMSFP-DEDB ADS close if Media Manager connection was issued with MMSRV CONNECT UPDATE=YES and CAPOUTP=YES(default).

DFSMS enhanced new function CATOUTP=NO in OW07856 which VVROPIND is not turned on at Open time. But we found this option does not work effectively which Media Manager always issues READ/WRITE to update it even if the VVROPIND bit is not turned on.

So we'd like to improvement the current working design,
because the design has very high impact for a long duration of transaction suspend for which IMSFP-DEDB ADS close takes a long time at the problem cases that is such as DASD controller crush or FICON/ESCON DIRECTOR problem.

A Media Manager(M/M) should get rid of BCS(UCAT VVR/VVDS) access at IMSFP-DEDB AREA Dataset close if M/M connect is issued with UPDATE=YES and CATOUTP=NO parameter at IMSFP-DEDB open.
It is very effective to cut the IMSFP DEDB AREA CLOSE process time
and transaction suspended time at disaster DASD long I/O problem.
DFSMS Media Manager support team requests us to create a Marketing Requirement for the improvement.

    Hi,
    Thank you for your interest in keeping IMS a vital and successful product. Software development has continuously evolved during IMS's lifetime, and so has IMS itself. We have kept pace with, adopted, and implemented many industry standard best practices within our organization, including Continuous Delivery, Design Thinking, and Agile.

    When choosing new features to add from the list of requirements in our backlog, we assess which will bring the most value to as many clients as possible and prioritize those.

    At this time, after reviewing this request for enhancement and assessing its potential value, we have decided to reject it. The reason we are rejecting RFE 39834 is this is not an IMS RFE, it should go to DFSMS. Nothing IMS can do here. We have no objection to this in principle although we've never seen this be an issue.

    We appreciate your input to IMS, and we hope that you will continue to submit ideas for improvements as customer feedback is a key component to shaping the future direction of IMS.
