DFSPREC0 does not support VSAM REUSE for the ILDS

The main reason that DFSPREC0 does not support VSAM REUSE for the ILDS is that when HALDB was being developed, REUSE was not supported for IMS full function databases. The team implemented it the minimum support necessary: the database/partition itself and the primary index. In the interest of getting HALDB out the door, the decision was made not to implement REUSE for the ILDS. The thinking was that if there is an overriding need for it, we would accept requirements and look at providing support at a later time.

    After a comprehensive review, we regret to inform you that we have determined that at this time this request will not be a candidate for inclusion in an upcoming release because it is not consistent with the product purpose.  Hence, we have rejected this request.
